We will be at WDW March 8-13, staying off-site. We have 3 kids (6/6/4) in our party along with 3 adults. Do you think we need park-hopper tickets given that the parks aren't really open all that late and we don't have EMH?

Families often plan their trips to see one park a day at Walt Disney World.  They prefer to save the extra money and spend it on table service dining or special souvenirs.  You are correct in that staying off site does not allow you to enjoy the Extra Magic Hours.  I think that under this circumstance you can easily see what you need to see and enjoy one park each day.  Check the calendar and for you I would avoid those parks that have the extra hours as they will fill quickly with resort guests that day.  Make a plan for seeing the park rides and attractions and entertainment before you go.  You can review many of those things on the Disney website, www.disneyworld.com.  You can see brief descriptions of each ride as well as the calendars for each day. Have a great time!
