We will be traveling Presidents week with 2A &2K 3&5. Are the table service restaurants real busy this week and will we be able to eat at the reservation time or still have to wait? Not sure if we should add the dining plan.

President's week is fairly busy, but not as busy as the absolute peak times (like Christmas and Easter weeks, and much of the summer).  Table service restaurants are always fairly busy, and may require some waiting around your reservation time.  In general, these waits tend to be shorter if you eat early, or very late for a specific meal.

To help you decide about the Disney Dining Plan (DDP), I'd recommend you first try to reserve the table service restaurants you would like to try.  If you can find enough reservations available, and at times that you desire, then you might find that the DDP is a good option for your group.

If you do decide later to get the DDP, you may want to call Disney at 407-WDW-DINE to update your reservations to include the fact that you are on the DDP.  In my experience, this isn't always absolutely necessary, but it's a good idea because the restaurants like to know if someone is on the DDP so they can let the servers know in advance how to serve and bill a guest.
