I have three boys ages 6, 4 and 1. Is there anything set up where the second parent (who waits with the one year old) can ride the same ride after the first parent rides and avoid waiting in line again.?

Yes there is, its called either "baby swap" or "rider switch" it is at the theme parks.  It works at the attractions that have height or age restrictions, at the entrance of the ride, there is always a cast member, let them know what your intentions are, that you are wanting to participate in the child swap.  The cast member will tell you how to proceed.  Generally, we would go through the line, and then just as the other adult gets off the attraction we would pass our young one off, and ride the attraction!!!  Good Luck!!  Have fun!!!
