We are staying off site and taking a "down day" in the middle of the week where we won't be going to any Disney parks. Can we still park @ a resort & ride the monorail around just for fun? Will there be any cost involved if we do that?

Hi Tracy! One of the perks for staying at a Disney resort is the access to its free transportation within the property. Disney does not monitor the buses, boats, or monorail to determine who is a resort guest and who is not.

Parking at a resort is a bit tougher. Many resorts are very strict about parking and this is due to a limited number of spots that they must reserve for their own resort guests. The guards will turn away those guests who do not have a dining reservation and for those who do they will be given a limited time to park.  Your best bet for getting to a resort and thus to ride a monorail is to park in Downtown Disney and take a resort bus from that location.  Parking at Downtown Disney is free to all guests. Disney transportation is also free.
