If I am staying off site can I ride the monorail and watch the fireworks from a resort on a day that I am not entering one of the disney theme parks???

There is no charge to ride the monorail, Stacy.  Nor does it require a ticket.  There really isn't anything preventing you from riding the monorail and stopping off for a view of the fireworks.  In fact, it might be fun to do a "monorail tour" in which you exit the monorail at each of the three resorts and grab a quick bite or drink from one of the lounges or quick-service locations.  End your tour at the location where you wish to view the fireworks.  Have fun!
