Do I have to stay at a WDW hotel to book dining res. for my entire trip on the 90th day ahead? If my trip starts 12/31, can I book all ten days of meals on 10/2 or b/c we're off property do I need to call in for 10 straight days starting on 10/2?

Here's the scoop on the 90+10 rule:

Guests staying at Disney-owned resorts can make the meal reservations for their entire trip (up to 10 days) on the first day of their 90 day window. So instead of having to call back multiple times, a Disney resort guest can call at the 90-day mark to make reservations for not only meals on the first day of their trip, but also for meals on the following nine days. In reality this means that Disney guests who are staying for 10 days can make the reservations for the last day of their trip 100 days in advance, rather than just 90. This gives them a big advantage in their ability to get reservations for hard to come by meals.

Guests who are staying at offsite properties can only make reservations a maximum of 90 days in advance (there is no 10-day bonus). If you are staying offsite, you will need to make a phone call for each day of your trip.

If you are making your dining reservations online, you can begin at 6:00 a.m. If you're making your dining reservations over the phone, the lines open at 7:00 a.m. at 407-WDW-DINE. Either method works 7 days a week.

Also, you should know that beginning on October 27, Disney is changing the reservation window for dining, tours, and recreation back to 180 days. At that time the 90 +10 rule will change to the 180 + 10 rule.
