If I stay at the All Star resort can I use the pool at any other WDW property? I am planning my vacation in July and may want to spend the afternoons swimming/dining at the most convenient property instead of going all the way back to my resort.

Unfortunately, what you're suggesting is not possible. Disney calls this "pool hopping" and with very limited exceptions it is not allowed. As a guest of one of the All Star hotels, you are welcome to swim at the pools at any of the three All Stars, but that would be the extent of your ability to use the pools at Walt Disney World.

Dining is another story entirely. You are welcome to dine or shop at any of the Walt Disney World resorts at any time. You are also welcome to use the paid recreational opportunities at resorts other than your own. For example, you could rent a surrey bike at the Boardwalk, rent a Sea Raycer at the Grand Floridian, or fish at Fort Wilderness.

Enjoy your stay at Walt Disney World.
