I am happy to say yes, anyone who is participating in any of the
Disney Dining Plans can use their dining entitlements any which way they'd like, including to share or "pick up the tab" of others in their dining party who don't have a dining plan of their own. Remember that everyone in the reservation with those who
would like a plan must also get a plan too, and everyone must get the same type of plan.
And Yes, the majority of
Table-Service Restaurants do have to-go boxes. They're mainly meant for leftovers, but it's not unusual to see someone walking through Epcot carrying a hot-and-fresh famous pie from Via Napoli to enjoy at their resort hotel. Keep in mind that unlike restaurants in real life, the majority of meals at Walt Disney World Resort were created to be eaten at the location where they are ordered, and they don't go through testing of what will or won't "travel well." So ask your waiter or really look over the menu to make sure that what you order will still be just as delicious when you get it back home to your resort hotel.
