Congratulations on the Annual Passes! I became a Passholder again in February of this year. Just like my fellow panelist Wilma states in her
answer to a similar question, I received my magnet in my first issue of the Mickey Monitor. If you haven't received yours, you might want to call the Disney Passholder hotline at 407-WDW-PASS (939-7277).
You don't have to use Disney's Magical Express to receive luggage tags. You do have to book a Magic Your Way package that would include your resort room, park tickets, and possibly a dining plan. With your annual passes I would guess you made a room-only reservation. I think the new luggage tags look great, but I prefer the convenience and benefits of my Annual Pass!
