We're hoping WDW offers free dining during our stay Oct 15-Oc t 25, My research shows they offered FDD Oct 2-7 & Oct 22-28, 2011. Why would weeks in between be excluded? If they offer FDD any time during our stay will we be able to use it? all or part

Hi Allie!  Free dining, as I'm sure you know, is a very popular promotion that Walt Disney World offers.  It is truly unpredictable as to when they will offer or extend the Free Dining promotion currently being offered, which covers from August 25 through September 29th.  At times, weeks are excluded from a promo depending on special events that are happening in the park, or based on crowd capacity.  It really is entirely at the discretion of Disney.

As for your stay, should you book two days before a free dining promotion is offered, you would be offered FD for the entire duration of your stay.  If your vacation begins before an FD promo is offered, unfortunately, your stay would not be offered FD add on.  You are unable to use part of your vacation with a FD promo unless you book a second stay.  For example, if you are staying at POP and FD is offered beginning two days after your stay, you would have to have two separate room reservations:  one ressie for the stay before FD, and one with FD included.  You cannot add FD mid-stay during your vacation.

Hope this helps you plan your magical vacation!
