My family of four is staying at Pop Century in Feb. My in laws (not staying with us) will be coming with us to the parks for a couple of days. Can we add them to our reservation even though there isn't room, so we can all use EMH?

No. In order to participate in Extra Magic Hours, guests must actually be staying at a WDW resort.

Anyone over the age of three entering a park for morning EMH will have to show a personalized resort ID (Key to the World Card) to gain admission. During evening EMH, you must show a personalized resort ID at the entrance to each attraction in order to ride that attraction. The resorts will not issue Key to the World Card to guests that are not staying on property.

I do have one semi-solution for you during evening EMH ...

Previously guests were given special wristbands during evening EMH to identify them as resort guests. This practice was recently discontinued. Now guests are required to show their ID at each ride. This means that if you and your parents were in the park prior to park closing on an EMH night, they could stay in the park with you (no one would know whether they are a resort guest or not). However, they would not be able to go on any rides with you. So, if you just want them to hang with you while you stroll around, you're probably OK if they're in the park before it closes. If you want them to go rides with you, you should have them stay at the Pop.
