Our family would like to attend character experiences at the other hotels. Do we need additional park tickets even though we just want to go to the other hotels? Can we still ride Mickey's Express, we will be staying at a value hotel.

Any guest can dine at any of the restaurants at the WDW hotels, including character dining experiences. I go to character meals at hotels other than my own on every visit to WDW. If you're just going to a hotel, you do not need to use any park ticket. For example, you would not need any admission ticket at all to eat at Chef Mickey's in the Contemporary hotel. To make reservations for any character dining experience at WDW, call Disney Dining at 407-WDW-DINE.

I'm not sure what you mean by Mickey's Express, as there is no Disney transportation called exactly that, but I will let you know that any guest of the Disney resort hotels (including the value resorts) can use all forms of Disney transportation: the Magical Express bus from the airport, the monorail, the resort/park bus system, etc.
