Based on my personal experiences, I would absolutely pick up your luggage upon arrival at Orlando International Airport when flying in late in the evening. You will be ready for bed after a long day of travel and you will not want to wait up for your luggage to be delivered. Do not put the yellow luggage tag on your luggage before your departure if you wish to retrieve these items on your own.
It is best to keep your checked bag with you overnight as Bell Services is typically not open in the evening. In the morning, leave all items and luggage you do not want with you during the day with Bell Services at Disney's Pop Century Resort before you head off to your adventures. Inform them of your resort transfer to Disney's Port Orleans Resort - French Quarter. Your luggage will be delivered to your new resort mid-afternoon. Simply head to Bell Services once you arrive at Disney's Port Orleans Resort - French Quarter to retrieve your items.
