Christmas is one of the most magical times of the year to visit Walt Disney World. I am so happy you are coming at this time! You certainly can pay for the Bibbidi Bobbidi Boutique and Harmony Barber Shop with a Disney gift card. Any store or restaurant of Walt Disney World property accepts these as forms of payment. Usually tipping for your Barber or Fairy Godmother is at your discretion of course, but most people will tip around 10-15% depending on how your child's experience is.
