Arriving Oct 09. We have dinner res at Lib Tree at 5:40 on a night that they are having MNSSHP. We have tix but my parents do not. Can they still get in MK for dinner?

Your parent will need regular Magic Kingdom park admission tickets to get to your meal at the Liberty Tree Tavern, but they will not need tickets to Mickey's Not So Scary Halloween Party. The Party does not officially start until 7:00 p.m., which is also the time that the park closes to non-Party guests.  Your parents should plan to be inside the Magic Kingdom by about 5:15. They won't have any problem entering the MK with a normal park admission ticket at this time. This will give them enough time to walk to the LTT and check in at the podium there.

Your meal should be ending right around 7:00, at which time you can stay for the Party and your parents should plan on leaving.

Enjoy the meal, and the Party!
