It sounds as if your son had a challenging start in life and I can understand why you would like to make his birthday extra special. The very first thing you can do when you arrive at your resort is to mention to the Cast Member at the registration desk that your son is celebrating his 9th birthday. Your son will receive a birthday button with his name. When he wears the button around the parks and resorts, he will get extra attention from Cast Members including many birthday wishes!
Another suggestion I have for you would be to contact
Disney Floral & Gifts to arrange to have a special birthday surprise delivered to your resort room on the day of your arrival. There are many themed gift packages available (such as Cars, Pirates, and Star Wars) which can include personalized ear hats, balloons, favorite Disney character plush toys, and other fun items.
If you plan to schedule a special birthday dinner, here are some suggestions for dining locations your son may enjoy:
