Are we allowed to take advantage of "extra magic hours" the morning of check in?

Extra Magic Hours (EMH) are for WDW resort guests only. You'll need your room key to prove that you're staying at a WDW hotel. The morning Extra Magic Hours are EARLY, usually between 8:00 a.m. and 9:00 a.m., and sometimes even earlier than that. Since guest check-in at the resorts isn't until the afternoon, you would have to go to your WDW resort BEFORE EMH and pre-register. (We're talking crack of dawn here.) The resort will give you a Key to the World Card that proves you are a WDW guest, but it won't be activated for room entry until later in the day. You could leave your bags with the bell services desk at the hotel.  Then, once you have your Key to the World Card, you could go to a park and take advantage of the Extra Magic Hours. Again, to make all this happen, you'd have to get up veeeery early in the morning. If you wanted to experience EMH on the first day of your vacation, it would probably be easier to visit the evening Extra Magic Hours at one of the parks and save the morning EMH for a day when you're already settled in.
