Yes. The United States Public Health Service requires that only children who are toilet trained be permitted to enter swimming pools and spas onboard cruise ships. Young children who are not toilet trained are welcome to enjoy the fountain play area near the Mickey Pool. It's designed exclusively for the enjoyment of children wearing swim diapers.
My big kids often look onto the Disney cruise splash areas for the little ones wishing they were still in diapers -- it's that inviting! Of course, the parents love those areas since you don't have to worry about big kids swimming over the babies.
There are a swim diapers available in the gift shops on board, but of course, you would be wise to bring them with you to save money. Or for the ultimate in convenience, you can order them from Babies Travel Lite, and you can have them waiting on you in your stateroom when you arrive. I hope this helps you plan.
